joinDOTA's Moose says The International 2 will be in Seattle
joinDOTA manager and one of The International's organizers Moritz "Moose" Zimmermann has confirmed speculation that The International 2 will take place in Seattle, Washington, USA. Moose, previously an admin DotA-League, whom were responsible for tournaments such as Farm4Fame, now runs joinDOTA, the increasingly popular Dota 2 coverage site. On the site's official forums, in a thread titled "The International 2012 speculation", Moose responded with this post:

IceFrog and Valve confirmed the event would take place again in 2012 last year shortly after Na'Vi were crowned the first Dota 2 champions. The prize pool was also confirmed as "at least as big as the current prize pool", meaning at least a 1.6 million dollar purse. Speculation has been occurring as to if the tournament will be held in Germany again, or if the American company Valve will bring the world's biggest LAN prize to North America.

Still in question is the date at which they want to run the tournament, which Tobi Wan has said Valve are still unsure of. If it is to happen again in August, as it did last year, it'd run at around the same time as the Seattle-based "Penny Arcade Expo" (PAX), but could also be waiting to tie it into the game's official release. Whatever the time and place; it seem clear that Valve are planning on turning heads again with this year's major Dota 2 Championship.
